2015–2016 The assessment of conformity of the 630 M model diesel train built by PESA Bydgoszcz SA with the national legislation of the Republic of Lithuania
The implementation of the certification project for the series of seven diesel trains (730ML class) by PESA Bydgoszcz SA (Poland) involved the assessment of the technical documentation of the diesel trains and compatibility of the main component parts with the technical design. Since this type of rolling stock is used on the 1 520 mm gauge infrastructure, its compliance with the national legislation of the Republic of Lithuania was verified.Stationary and dynamic tests were performed to check the compliance with the requirements concerning clearance, weight, exhaust particles, traction and power characteristics, electrical control and protection systems, electromagnetic compatibility, lighting, ergonomics, vibration, noise levels, sanitary hygiene, fire safety, impact on the upper structure, characteristics of the brake.The results of the tests were used for protocols, expert reports and conclusions with regard to the compatibility of the diesel train with technical requirements. A technical file was compiled and submitted to the State Railway Inspectorate under the Ministry of the technical file.The LT certificate of verification was granted to the rolling stock. The series of rolling stock was registered with the register of the rolling stock of the Republic of Lithuania and authorized for operation on the 1 520 mm gauge public railway infrastructure. 2014–2015 m. Assessment of the lights components with the optics (CCCK160-1 and CCCM200-1) of light-emitting diodes (LED).
The implementation of the assessment project for the system of light signal components with LED optics (CCCK160-1 and CCCM200-1) involved the assessment of the compatibility of the system‘s parts, i.e. light signals (manufactured by UAB Geležinkelio Tiesimo Centras (Trikampio St 10, Lentvaris, Trakai district, Lithuania), LED light-emitting diode optical system (CCCK160-1 and CCCM200-1) (manufactured by UAB MGS Rossiskije Sistemy Avtomatiki i Telemechaniki, Russia) and system of light signal components (manufactured by BUAB LIPLAST-SPb, Belarus) with the typical light signal technical designs, and traffic safety and operational requirements. A safety assessment report on the change was drawn up; the certificate of conformity with the legislation of the Republic of Lithuania was granted.The operation of the system satisfies safety requirements for the dimensions of the main buildings, equipment and rolling stock. The components of the system can also be used with other types of elements of signal lights that comply with the general operation and safety requirements set out for 1520 mm gauge railways. 2014–2015 Assessment of the conformity of the modernized diesel locomotive TEP70.
The implementation of the certification project for the modernized passenger diesel locomotive TEP-70M 0249 involved the assessment of the technical documentation of the diesel locomotive, the compliance of the structure of the main components with the technical project of Woodward mega 3651 project and the national legislative requirements of the Republic of Lithuania.Stationary and dynamic tests were performed to check the conformity with the requirements concerning clearance, weight, exhaust particles, traction and power characteristics, electrical control and protection systems, electromagnetic compatibility, lighting, ergonomics, vibration, noise levels, sanitary hygiene, fire safety, impact on the upper structure, characteristics of the brake.The results of the tests were used for protocols, expert reports and conclusions with regard to the conformity of the modernized passenger diesel locomotive TEP-70M 0249 with the technical requirements. A technical file was compiled and submitted to the State Railway Inspectorate under the Ministry of Transport and Communication. The LT certificate of verification was granted to the rolling stock. 2014–2015 Assessment of the geometry of rolling stock wheels and risks of the rolling surface defects.
The key goal of the research work was the assessment of the risks posed by the defects of the operated rolling stock and dependence of the force determined by a defect in the interaction of a wheel and rail on the type, nature and size of a defect, as well as determination of other characteristics of the defect to set the optimal values of the forces (which do not pose risk to the rolling stock and track equipment).In 2015 an experimental train was sent to a trial trip on all the major systems ATLAS-LG installed on Lithuanian railways in order to assess the effectiveness of performance of individual systems and check the compliance with the requirements concerning the determination of wheels with defects under the relevant normative documents.The analysis of the experimental research and tests as well as existing technical normative documents was used as a basis for creating the major principles and criteria to identify the defective wheels in use, having evaluated the results of the measurements by ATLAS-LG.The analysis and justification of the criteria for establishing the maximum (ceiling) vertical forces transmitted by the surface defective wheels to the track were carried out.A procedure was established to be followed after identifying the rolling stock with wheel pairs having rolling surface defects at the level of risk Pavojus 1 (Alert 1). Additional requirements for track construction systems were evaluated in the given sections (sites) and proposals for the optimization of ATLAS-LG system distribution in the Lithuanian railway network were submitted.The research results were presented to the railway administrations of CIS countries, Organization Co-operation between Railways (OSJD) and the European Railway Agency (ERA). 2014–2015 Certification of TEM LTH class diesel locomotive.
The certification project on the switching locomotive TEM LTH assessed the technical documentation of the diesel locomotive, checked the adequacy of the main components with the technical design.Stationary tests checked the compliance of the gauge, weight, particulate emissions.Dynamic tests evaluated traction and power characteristics, management of electrical equipment and its protection system, electromagnetic compatibility, lighting, ergonomics, levels of vibrations and noise, sanitary hygiene, fire safety, impact on the track superstructure, braking characteristics.The test results were used for expert conclusions on the conformity of TEM LTH with the technical requirements, a technical file that was submitted to the State Railway Inspectorate under the Ministry of Transport and Communications in order to register the diesel locomotive with the rolling stock register and obtain a permit to operate it on the public railway infrastructure. 2014 Modernization of the Flexible Platform MPP-61 Through Introduction of Mechatronic Diagnostic Module.
The implementation measure VP2-1.3-ŪM-05-K Inočekiai LT of Priority 1 Scientific Research and Technological Development for Economic Competitiveness and Economic Growth of the Action Programme for Economic Growth was used to carry out the following project: Modernization of the Flexible Platform MPP-61 Through Introduction of Mechatronic Diagnostic Module.Project unique number: VP2-1.3-ŪM-05-K-03-624.The analysis of similar technical solutions and literary analysis allowed revising the problems of the project and proposing the concept of the mechatronic diagnostic module of the flexible platform MPP-61.A technical solution for the concept of the mechatronic diagnostic module of the flexible platform MPP-61 was proposed to accumulate experimental data which, once processed, can be used for technological development to identify the dynamic characteristics of the platform, increase the maximum operation speed of the equipment and improve other related parameters.The further work that was started during this technological development project can focus on the improvement of diagnostic solutions in order to apply them for assessing the parameters and dynamic characteristics of railway equipment. In this way preconditions would be created for increasing the reliability of the railway equipment and preventing possible failures.The analysis of the collected data by the mechatronic diagnostic module of the flexible platform MPP-61 creates conditions for establishing a base of the measurement data that enables running the analysis of the dynamic characteristics and parameters of the flexible platform MPP-61. This should be carried out in a later phase of the project (during the follow-up project).Since there are not enough reliable data on the dynamic parameters and characteristics of railway transport devices operated in the Republic of Lithuania, the proposed mechatronic diagnostic equipment could be used for accumulating the diagnostic measurements of similar devices.Recommendations on further technological development have been formulated. 2014 Assessment of the railway switch transportation platform MMP-61.
The project first assessed the adequacy of the documentation with the technical design in accordance with the technical documentation presented by the contractor.Stationary tests visually inspected components, measured key structural elements, checked the functioning of the equipment of platform load lifting by angle after modernization both without load and with load.The assessment was made for the conformity of the technical design in terms of ergonomics, traffic safety requirements, marking, gauge, traction equipment in the operational stationary mode, hygiene norms, fixing of all the equipment, adequacy of the technical design, traffic safety audit, the European Union’s technical specification for interoperability (TSI), other European Union legislation and the Lithuanian legislation.Dynamic tests checked the stability of the platform and load on the track, durability of its construction elements, parameters of the hydraulic system power station, operation of pneumatic brakes in different modes and speeds, the braking distance at the maximum speed of 80 km per hour.The test results were used for expert conclusions on the conformity of the platform with the technical requirements, a technical file that was submitted to the State Railway Inspectorate under the Ministry of Transport and Communications in order to register the platform with the rolling stock register and obtain a permit to operate it on the public railway infrastructure. 2014 Assessment of the fixed rail snow guard system.
The project focused on the overview of modern and innovative tools used for the protection of switches against snow and assessed the possibility of their application on the Lithuanian railway infrastructure under the Lithuanian climatic conditions.The fixed rail snow guard system was thoroughly examined and the results were used in the conclusions and recommendations on the application of the system. 2013 The assessment of conformity of the four-axle platform-type wagon with a hydraulic crane – manipulator.
The project assessed the conformity of the main technical documentation of the wagon with a hydraulic crane. Separate checks were carried out on the technical parameters of the platform and hydraulic crane, mountings, platform coupling equipment, wheel pairs.Stationary tests assessed the compliance of the 1-T gauge, axial loads and electrical equipment.Dynamic tests checked the brake system of the wagon with the hydraulic crane, braking distance, conformity with traffic safety requirements.The test results were used for the conclusions of the assessment. 2013 Assessment of the conformity of the special rolling stock type USP-2000 with the technical project, traffic safety audit and EU technical specification for interoperability (TSI).
The project assessed the main technical characteristics of the special rolling stock USP-2000, the compliance of the main components with the technical design.Stationary tests checked and evaluated the compliance with the 1-T gauge, power system and fire safety elements, axial load to the railhead.Dynamic tests checked dynamic characteristics, the brake system (including automatic air brakes, compressed air system), electromagnetic compatibility, electronic appliances and communication equipment.The test results were used for the conclusions of the assessment.
